Hey Kevin!
I've been going to KSpeed for all my stuff. Cory and Bob are the mechanics there (both are SCCA regulars) and Matt (who's also on the forums here) runs the place. They're extremely familiar with Subarus (Cory races a 2.5RS, Matt designs & manufacturers aftermarket parts for Subarus). You can find their info here:

If you're going to run specific wheels and tires for the track, it's very hard not to recommend a set of Enkei RPF1 wheels, as they're light, strong, and relatively cheap (about $1000 for a set of 4 brand new in 17x8+45 5x100). Of course, there are plenty of cheaper alternatives, like finding a set of used OEM wheels or something. It really doesn't matter all that much as long as the wheels are the correct offset for the car so nothing rubs.
Tires are a bit of a different choice. Since you're not planning on competing (yet) you probably don't need anything like the current top-of-the-line street tires, and you certainly don't need R-compound tires. I'd hit up TireRack and take a look at some of the cheaper "max performance" and "ultra high performance" tires. The Hankook Ventus V12's are a decent tire for a super low price. There are definitely better tires, but if you're just going to burn them up at the track doing PDX, cheaper is better as long as the tire is predictable.
